Dear Ernest:
Thank you for contacting me with your concerns regarding the Selective Service System. It is extremely valuable when considering important issues to know the views and concerns of my constituents, and I appreciate you taking the time to write.
A system of conscription has been used throughout our country’s history dating back to the Civil War. Currently, the Selective Service System has the responsibility of being prepared to manage a draft for the armed forces if the President and Congress direct it to do so in the event of a national emergency. The process of registering with the Selective Service System has been ongoing since 1980, when the requirement was resumed after a five-year suspension of the program.
Despite recent stories in the news media, the Selective Service System is not preparing to conduct a draft for the military of either individuals with a special skill or a regular draft. Both President Bush and the Secretary of Defense have stated that there is currently no need for a draft to support the war on terrorism, and Congress has not acted on any legislation to reinstate a draft. You may be certain that I will keep your views in mind should the House of Representatives consider any relevant legislation.

FWIW: The bills I was concerned about apparently died in comittee some time ago. In this case, some time being almost 18 months ago. I will someday learn to fact check first.
